What does this mean?
HFSS rules are part of a broader effort to combat childhood obesity by reducing the promotion of less healthy foods and drinks. HFSS Regulations will: restrict certain price promotions of targeted HFSS foods, such as multi-buy offers (for example buy one get one free) and free refills of soft drinks with added sugar; and. restrict the placement of targeted HFSS foods in prominent locations in store and online. The regulations, which affect medium and large businesses (over 2,000 sq. ft. selling space and 50+ employees), restrict volume-based promotions like "buy one get one free" and prevent HFSS products from being placed in high-traffic, "impulse" areas like checkouts, store entrances, and at the end of aisles.

How a food is determined to be HFSS
The Food Standards Agency’s Nutrient Profiling Model (NPM) is used to determine whether a product is classified as high in fat, salt, or sugar (HFSS). Under this system, foods scoring 4 points or more, and drinks scoring 1 point or more, are designated as HFSS. This category covers a wide range of products such as cakes, pizzas, cereals, sweets, and even some less obvious items like honey, as well as most sugary drinks. However, the new rules outlined below will only apply to HFSS products that are linked to childhood obesity. As a result, advertisements for certain HFSS foods—such as honey or olive oil—will be exempt. In essence, the process involves a two-stage assessment: first, determining whether a food falls within an HFSS product category, and second, whether it exceeds the NPM threshold (a score above 4 for food or above 1 for drinks).
